President Biden paused an arms shipment to Israel last week to prevent the U.S.-made weapons from being used in a long-threatened assault on the city Rafah, administration officials said on Tuesday night, a sign of the growing rift between Washington and Jerusalem over the conduct of the war. The president withheld 1,800 2,000-pound bombs and 1,700 500-pound bombs that he feared could be dropped on Rafah, where more than one million Gazans have taken refuge, the officials said. The administration is reviewing whether to hold back future transfers, including guidance kits that convert so-called dumb bombs into precision-guided munitions. Israeli officials disclosed the weapons pause to Axios earlier this week, but U.S. officials refused to confirm it either at briefings or privately until Tuesday night. The loan structure around aid comes after a meeting and news conference with Johnson and former President Donald Trump, who said in February that the US should stop providing foreign aid unless it is structured as a loan. Long before Donald J. Trump threatened over the weekend that he was willing to let Russia “do whatever the hell they want” against NATO allies that do not contribute sufficiently to collective defense, European leaders were quietly discussing how they might prepare for a world in which America removes itself as the centerpiece of the 75-year-old alliance. Even allowing for the usual bombast of one of his campaign rallies, where he made his declaration on Saturday, Mr. Trump may now force Europe’s debate into a far more public phase. So far the discussion in the European media has focused on whether the former president, if returned to office, would pull the United States out of NATO. But the larger implication of his statement is that he might invite President Vladimir V. Putin of Russia to pick off a NATO nation, as a warning and a lesson to the 30 or so others about heeding Mr. Trump’s demands.

The ongoing war between Israel and Hamas, which erupted in early October, has halted international tourism to Israel and severely blunted travel to neighboring countries in a ripple effect spreading across the entire Middle East. While the slowdown in international visitors is only one of the war’s economic repercussions in the region, it poses a significant threat to the economies of Egypt, Jordan and other nations heavily dependent on tourism and has swiftly reversed a banner year of travel in the Middle East. The war has affected all segments of the travel industry, with international travel operators scaling back or postponing excursions, cruise lines redeploying ships and airlines dramatically reducing service. And many travelers, heeding government warnings and their own worries, are increasingly wary about visiting the region, prompting waves of cancellations. “We foresaw the Middle East evolving into the ‘New Europe’ with the Iran-Saudi Arabia rapprochement and Saudi Arabia’s integration into the tourism system,” said Khaled Ibrahim, a Cairo-based consultant for Amisol Travel Egypt and a member of the Middle East Travel Alliance.
